SAP Business One in the UAE: VAT, VAT201 and e-invoicing
By Zain Abbas, Kodenova · Updated
SAP Business One runs in the United Arab Emirates on SAP’s Central MENA localization, so the 5% VAT setup, the tax declaration boxes and the tax report come from SAP itself. Two rules shape the ERP: VAT, filed on the VAT201 return, and e-invoicing over Peppol from 2027, when B2B and B2G invoices must go through an Accredited Service Provider. This page covers both, with a SQL and HANA query to check your VAT201 figures.
I am Zain Abbas, a SAP Business One developer. I have not delivered a project for a UAE company yet, so this page is not a case study. It is written from my work on SAP B1 tax and e-invoicing in other countries, ZATCA in Saudi Arabia above all. The UAE rules come from the Ministry of Finance, the Federal Tax Authority (FTA) and SAP’s own documentation, all linked at the end.
What does SAP Business One’s UAE localization cover?
In the SAP Help Portal the UAE is documented as part of one shared localization, Central MENA/AE/EG/LB/OM/QA/SA: the United Arab Emirates, Egypt, Lebanon, Oman, Qatar and Saudi Arabia. The release 10.0 guide covers:
| Area | What SAP documents for Central MENA (including the UAE) |
|---|---|
| Tax setup | Tax groups and tax definitions, tax code determination rules, withholding tax codes |
| Tax reporting | Tax declaration boxes with row definitions, the tax report (declaration and register book), tax declaration box report, tax reconciliation report, withholding tax report |
| Corrections | Transfer posting correction wizard |
| Documents | Folio number assignment and checks for printed documents |
| Banking | Postdated check and credit voucher deposits, bills of exchange |
The tax declaration boxes are the useful part for VAT201: one box per return line, tax groups linked to it, and a report per period. Test it on a period you have already filed. The localization is chosen when the company database is created and cannot be changed later; a UAE entity on another localization usually needs a new database and a migration.
Arabic documents. With multi-language support you store foreign names for items, business partners and the printing header, and print sales and purchasing documents in a foreign language layout. Whether Arabic prints right-to-left cleanly depends on the layout design, so test your tax invoice layout early.
What does UAE VAT require from an ERP?
UAE VAT is 5% on standard rated supplies. Tax invoice. Article 59 of the VAT Executive Regulation requires the words “Tax Invoice”; name, address and Tax Registration Number (TRN) of the supplier, and of the recipient if registered; a sequential or unique number; the issue date and supply date; per line the description, unit price, quantity, tax rate and amount in AED; any discount; the gross amount and tax amount in AED, with the exchange rate for foreign-currency invoices; and, for reverse charge supplies, a statement that the recipient accounts for the tax. A simplified tax invoice is allowed for unregistered customers, or registered ones up to AED 10,000. In SAP B1 the usual gaps are the customer TRN (often in the Federal Tax ID field, LicTradNum), the AED tax total on foreign-currency invoices and the reverse charge text on the layout.
Reverse charge on imports. Imported services are taxed under reverse charge; import VAT on goods declared at customs is pre-populated in the return. Since 1 January 2026 (Federal Decree-Law No. 16 of 2025) no self-invoice is needed for reverse charge, only the supporting documents. In SAP B1 that is a reverse charge tax code on the A/P invoice.
The VAT201 return is filed in EmaraTax. The boxes, as the FTA’s guide describes them:
| VAT201 box | What goes in | Where it comes from in SAP B1 |
|---|---|---|
| 1 | Standard rated supplies, net amount and VAT, one line per emirate | A/R documents with a 5% output tax code |
| 2 | Tax refunds for tourists | Pre-populated by the FTA |
| 3 | Supplies subject to reverse charge (mostly imported services) | A/P documents with a reverse charge tax code |
| 4 | Zero-rated supplies, for example exports | A/R documents with a 0% tax code |
| 5 | Exempt supplies | A/R documents with an exempt tax code |
| 6 and 7 | Goods imported into the UAE, and adjustments | Pre-populated from customs; Box 7 corrects it |
| 9 | Standard rated expenses | A/P documents with a 5% input tax code |
| 10 | Reverse charge input tax you can recover | Same postings as Box 3 |
Box 1 goes by the emirate of the fixed establishment most closely connected to the supply. With sites in several emirates, set up branches or tax codes per emirate, or the split ends up in a spreadsheet.
Corporate Tax (Federal Decree-Law No. 47 of 2022) applies to financial years starting on or after 1 June 2023: 0% on taxable income up to AED 375,000, 9% above. For the ERP it matters through the TIN, the 10-digit Peppol ID for e-invoicing. The Ministry’s guidelines define it as the first 10 digits of your TRN (tax group members use their own); our readiness checker derives it from the Corporate Tax TRN.
How does UAE e-invoicing work?
The UAE uses a decentralised 5-corner model on the Peppol network. The supplier (corner 1) sends invoice data to its Accredited Service Provider (corner 2), which validates it, delivers it to the buyer’s ASP (corner 3) and the buyer (corner 4), and reports the tax data to the FTA (corner 5). Your SAP B1 system never talks to the FTA. It talks to your ASP, usually through a REST API. In October 2026 the Ministry listed 65 accredited service providers; you onboard with yours through EmaraTax.
The format is PINT AE, UBL 2.1 XML with CustomizationID urn:peppol:pint:billing-1@ae-1. The endpoint is scheme 0235 plus the TIN, and tax amounts are stated in AED even on USD or EUR invoices. Unlike ZATCA, there is no QR code or stamp. See the PINT AE field mapping for SAP Business One, or check an XML with the PINT AE invoice validator.
When does e-invoicing become mandatory in the UAE?
The timeline is set by Ministerial Decision No. 244 of 2025, amended by Ministerial Decision No. 66 of 2026:
| Group | Appoint an ASP by | Implement e-invoicing by |
|---|---|---|
| Pilot and voluntary phase | n/a | From 1 July 2026 |
| Revenue AED 50 million or more | 30 October 2026 | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
Decision 66 moved the large-business ASP deadline from 31 July to 30 October 2026. B2C is out of scope until the Minister decides otherwise, and VAT registration does not decide scope. Ministerial Decision No. 197 of 2026, in force from 1 October 2026, requires each e-invoice or e-credit note within 14 business days of the transaction, and excludes transactions inside a VAT tax group for 24 months from 1 January 2027. The UAE e-invoicing guide explains the project steps.
What are the penalties for UAE e-invoicing?
Cabinet Decision No. 106 of 2025 set AED 5,000 per month for not implementing or not appointing an ASP in time; AED 100 per late e-invoice and per late e-credit note, each capped at AED 5,000 per month; and AED 1,000 per day for late system failure notices and late data updates to your ASP.
The Ministry of Finance now lists Decision 106 as repealed by Cabinet Decision No. 173 of 2026. It keeps the AED 5,000 and AED 100 fines with the same caps, limits the AED 5,000 monthly fine for not implementing the system to AED 50,000 in any 12 consecutive months, and sets AED 250 per day, up to AED 5,000 per month, for late data updates. The system failure fine is gone. Penalties do not apply to voluntary e-invoicing before your mandatory date. Our penalty calculator uses Decision 173.
How do I check VAT by tax code for the VAT201 boxes?
Before I trust the tax declaration box report, I check it against the documents. The query sums A/R invoices (OINV, INV1) and credit memos (ORIN, RIN1, negative) per tax code for one quarter. Map each code to its box (standard to Box 1, zero-rated to Box 4, exempt to Box 5) and compare. A difference means a setup or posting problem.

Notes from running checks like this:
- AED. LineTotal and VatSum are in local currency, so the company’s local currency must be AED.
- Cancellations. CANCELED = ‘N’ leaves out a cancelled invoice and its cancellation document together.
- Missing pieces. Freight (INV3, RIN3) and down payment invoices (ODPI) also carry VAT; add them if you use them.
- Input side. For Boxes 9 and 10, run the same query on OPCH, PCH1, ORPC and RPC1.
For the emirate split, add the branch (H.BPLId) to the select and GROUP BY. The OINV, INV1, ORIN and RIN1 pages list the fields; the SQL to HANA converter rewrites other queries.
What can Kodenova do for SAP Business One users in the UAE?
Kodenova has worked on SAP Business One and ERP projects for more than 7 years, for clients in 13 countries. The UAE is not one of them yet. I work remotely from Pakistan, which is 1 hour ahead of the UAE all year, so our working days overlap almost completely. The work I do for SAP B1 companies:
- Add-ons inside SAP B1 with the UI API and DI API: approvals, checks before posting, scanning. See the add-on guide.
- ASP integration: a service that sends new documents as PINT AE XML or the ASP’s JSON and writes the status back, the same pattern as our ZATCA connector.
- PINT AE mapping: TIN and Peppol IDs, tax categories on tax codes, transaction-type flags and a screen for rejections. See UAE e-invoicing (PINT AE).
- Validation rules in SBO_SP_TransactionNotification, for example blocking an invoice for a registered customer without a TRN. See the examples.
- Portals for staff, customers or suppliers without a full SAP B1 licence.
- AI on top of SAP B1: an MCP server so ChatGPT or Claude can answer questions from live SAP data, with permissions.
To be clear about scope: our PINT AE integration is prepared, but no UAE e-invoice has gone live through it yet. I do not run an ASP, and Kodenova is not an SAP partner and does not resell licences. If you have an SAP partner for licences and support, I work alongside them on development.
Dates and penalties were checked on 2 November 2026 against the Ministry of Finance e-invoicing portal. They have changed before, so confirm them there before you plan.

Frequently asked questions
Does SAP Business One have a UAE localization?
Yes. SAP documents the UAE as part of the Central MENA localization, together with Egypt, Lebanon, Oman, Qatar and Saudi Arabia. It covers tax groups, tax code determination, tax declaration boxes, tax reports, folio numbers, postdated checks and bills of exchange. The localization is chosen when the company database is created.
Can SAP Business One print invoices in Arabic?
SAP Business One has multi-language support: you store foreign names for items, business partners and the company, and print sales and purchasing documents in a foreign language layout. Whether a layout prints Arabic right-to-left correctly depends on its design, so test your tax invoice layout before go-live.
When does UAE e-invoicing become mandatory?
Revenue of AED 50 million or more: appoint an Accredited Service Provider by 30 October 2026 and implement by 1 January 2027. Below AED 50 million: 31 March 2027 and 1 July 2027. Government entities: 1 October 2027. The pilot and voluntary phase started on 1 July 2026.
Which VAT201 boxes does an ERP feed?
Mostly Box 1 (standard rated supplies, by emirate), Box 3 (reverse charge supplies), Box 4 (zero-rated), Box 5 (exempt), Box 9 (standard rated expenses) and Box 10 (reverse charge input tax). Box 2 (tourist refunds) and Box 6 (customs imports) are pre-populated by the FTA.
What are the penalties for UAE e-invoicing?
Cabinet Decision No. 106 of 2025 set AED 5,000 per month for not implementing or not appointing an ASP, and AED 100 per late e-invoice or e-credit note, capped at AED 5,000 per month each. The Ministry of Finance now lists it as repealed by Cabinet Decision No. 173 of 2026, which keeps these fines, caps the non-implementation fine at AED 50,000 in any 12 consecutive months and sets AED 250 per day for late data updates to your ASP.
Can a developer outside the UAE work on a UAE SAP Business One system?
Yes, with agreed access, data protection terms and working hours. Kodenova works remotely from Pakistan, which is 1 hour ahead of the UAE all year, so the working days overlap almost completely.
